Article (1) The following words and expressions, wherever mentioned in this Decree, will have the meaning indicated opposite each of them unless the context implies otherwise: UAE: The United Arab Emirates. Emirate: The Emirate of Dubai. Article (3) a. The patient or his insurance company will be liable for the costs of the Health Services provided by the DHA in accordance to the applicable insurance coverage and the price list adopted by the DHA in this respect. b. Notwithstanding the provisions of paragraph (a) of this Article, the DOF will be liable for the costs of the Health Services provided by the DHA for the following categories of persons who are not covered by health insurance: 1. UAE nationals; 2. holders of UAE passports who receive initial approvals to be granted the UAE nationality; 3. nationals of the Gulf Cooperation Council countries; 4. patients admitted to DHA hospitals in emergency cases due to accidents, until their conditions stabilise; 5. wives of UAE nationals and wives of holders of UAE passports who receive initial approvals to be granted the UAE nationality and their newborns, in respect to

Notwithstanding the provisions of paragraph (b) of this Article, the DOF will not be liable for the costs of cosmetic surgery other than those required as a result of accidents.
