    المادة 1

    Article (1) The following words and expressions, wherever mentioned in this Decree, will have the meaning indicated opposite each of them unless the context implies otherwise: Emirate: The Emirate of Dubai. Government: The Government of Dubai. Dubai Police: The Dubai Police General Headquarters. Commander-in-Chief: The Commander-in-Chief of the Dubai Police. Security Force: The Transport Sector security force in the Emirate. Government Entities: The departments and public authorities and corporations affiliated to or owned by the Government of Dubai. Transport Sector: The transportation sector, including land, sea and air transport. ©2019 The Supreme Legislation Committee in the Emirate of Dubai 1 Every effort has been made to produce an accurate and complete English version of this legislation.     المادة 2

    Article (2) The Commander-in-Chief will form a Security Force responsible for securing the protection and safety of the Transport Sector, and of its facilities and users. The Security Force will be affiliated to the Dubai Police.

    Article (3) The Security Force will have the following objectives: 1. to provide the highest levels of security and safety to the Transport Sector, its users, and facilities; 2. to apply the best practices and state-of-the-art technology in the field of Transport Sector security; 3. to identify and analyse the potential dangers that the Transport Sector may face, and undertake the responsibility for providing the security and technical support needed where such dangers materialise; 4. to provide protection and safety to the Transport Sector, and take the necessary preventive and remedial measures in relation to natural disasters and any dangers that may impact the Transport Sector; 5. to develop plans and provide the necessary requirements for facing potential accidents and disasters; 6. to develop, and regularly update, the standards and specifications relevant to the security of the Transport Sector, and ensure implementation thereof; and 7. to recruit the most professional UAE nationals and qualify them for service in Transport Sector security.

    Article (4) The Security Force will have the duties and functions to: 1. set the strategies and policies for Transport Sector security; 2. coordinate with local and federal government entities and with foreign entities; international agencies; and the private sector in respect of the work and procedures of the Security Force;

    Decree No. (41) of 2008 Concerning the Transport Sector Security Force in the Emirate of Dubai Page 3 of 4 3. conduct the training and drills that are necessary to face any dangers that may face the Transport Sector; 4. provide consultancy and training services in the field of Transport Sector security; 5. propose, in coordination with the competent entities, the legislation concerning the Transport Sector security; 6. participate in the workshops and committees drafting legislation related to the Transport Sector in the Emirate and offering relevant opinion; 7. seek the assistance of experts, specialists, or private security companies, as it deems appropriate, in performing any of the duties and functions assigned to it; and 8. perform any other duties related to the work and objectives of the Security Force.

    المادة 5

    Article (5) The Security Force will be the competent entity exclusively authorised to issue, in coordination with the concerned Government entities in the Emirate, licences and security clearances that are required for ensuring the Transport Sector security.

    المادة 6

    Article (6) The Commander-in-Chief will issue the organisational structure of the Security Force, and he may include within it any of the Police units, which he deems have duties that are the same, similar, or related to the duties and functions of the Security Force.

    المادة 7

    Article (7) The Commander-in-Chief will issue the resolutions and instructions required for the implementation of this Decree.

    المادة 8

    Article (8) All Government and private sector entities in the Emirate must cooperate with the Security Force to help it perform its duties, and must coordinate with it on any matter related to Transport Sector security.

    المادة 9

    Article (9) Any provision in any other legislation will be repealed to the extent that it contradicts the provisions of this Decree.

    المادة 10

    Article (10) This Decree will be published in the Official Gazette and will come into force on the day on which it is published. Mohammed bin Rashid Al Maktoum Ruler of Dubai Issued in Dubai on 25 December 2008 Corresponding to 27 Thu al-Hijjah 1429 A.H.
