Is a school allowed to withhold my son's transfer certificate over unpaid fees?

We're disputing one term's fees after withdrawing him mid-year, and the school is holding the TC hostage until we pay in full. His new school can't enrol him without it. I've read the education authority doesn't allow schools to withhold documents like this, but the school insists it can.
