Article (1) Definitions The definitions set out in Federal Decree by Law No. (31) of 2025 Regarding Higher Education and Scientific Research shall apply to this Resolution.

Article (2) Service Fees 1. The fees specified opposite each service listed in the Schedule annexed to this Resolution shall be collected for the services provided by the Ministry. 2. In addition to the fee for the recognition of higher education, technical, and vocational qualifications issued inside or outside the State as specified in the Schedule annexed to

Cabinet Resolution of 2026 Regarding the Fees and Financial Guarantees Associated with the Services Provided by the Ministry of Higher Education and Scientific Research 2 this Resolution, the applicant shall pay the cost of obtaining recognition of qualifications issued outside the State where such recognition is carried out by service providers external to the Ministry. Such cost shall include the costs of verifying the authenticity of certificates, the costs of recognition reports, and any fees imposed by educational institutions outside the State.

Article (3) Financial Guarantees and Exemptions Therefrom 1. The Ministry shall collect financial guarantees upon the licensing of Higher Education Institutions, as follows: Number of Students (Institution Size) Amount (AED) Fewer than 500 students 200,000 501–2,000 students 400,000 2,001–4,000 students 800,000 More than 4,000 students 1,000,000 2. Federal and local public Higher Education Institutions shall be exempt from providing the financial guarantees referred to in this Article. 3. Higher Education Institutions holding a Local Permit issued by the Competent Local Authority shall be exempt from providing the financial guarantees referred to in this Article, where such authority has required them to provide a financial guarantee or an equivalent financial measure that ensures the protection of students' rights and the continuity of the academic process. 4. The Minister shall determine the conditions and controls governing the financial guarantees collected by the Ministry pursuant to the provisions of this Article, including the cases in which such guarantees may be reduced or waived, the cases in which they may be refunded or realized, and the procedures and mechanisms governing the same.

Article (4) Exemption from Payment of Fees 1. Federal and local public Higher Education Institutions, and Technical and Vocational Education and Training Institutions owned by the federal government, any local government, or any entity affiliated with either of them, shall be exempt from payment of the fees specified under Items (First), (Second), and (Fourth) of the Schedule annexed to this Resolution. 2. Private Higher Education Institutions holding a permit issued by the Competent Local Authority shall be exempt from payment of the Institutional Licensing fees set out in Item (1) under (First) of the Schedule annexed to this Resolution, where the Competent Local Authority has collected corresponding fees for the same service. 3. Subject to any other exemptions provided for in this Resolution, the following entities and programs shall be exempt, in whole or in part, from payment of the service fees specified under Items (First), (Second), and (Fourth) of the Schedule annexed to this Resolution, in accordance with the controls and the mechanism prescribed by a decision of the Minister issued in coordination with the Minister of Finance: a. Higher Education Institutions, Technical and Vocational Education and Training Institutions, and programs of strategic importance to the State established or launched by a federal or local decree or by a Cabinet Resolution. b. Higher Education Institutions, Technical and Vocational Education and Training Institutions, and programs established or launched for purposes relating to protection against natural disasters or the prevention and control of epidemics. c. Higher Education Institutions and Technical and Vocational Education and Training Institutions established in remote or less-developed areas. d. Non-profit Higher Education Institutions and Technical and Vocational Education and Training Institutions. e. Internationally renowned Higher Education Institutions and Technical and Vocational Education and Training Institutions, in accordance with the classification of Higher Education Institutions adopted by the Ministry, that are attracted by the federal government or any local government to operate in the State.

National technical and vocational qualifications and programs developed internally by, or by entities affiliated with, the competent federal or local government authorities. 4. An applicant may be exempt from payment of the fee for the recognition of a qualification issued within the State where the institution issuing the qualification complies with the approved digital integration requirements of the Ministry, in accordance with the controls and mechanisms prescribed by a decision of the Minister issued in coordination with the Minister of Finance. 5. Students sponsored to study outside the State under the supervision of the Ministry shall be exempt from the fee for the recognition of qualifications issued outside the State.

Article (5) Amendment of Fees and Financial Guarantees The Cabinet shall have the authority, upon the submission of the Minister of Finance, following the proposal of the Minister, the approval of the Education, Human Development, and Community Council, and coordination with the Competent Local Authorities, to make any additions, deletions, or amendments to the fees and financial guarantees set out in this Resolution.

Article (6) Collection of Fees The fees prescribed in this Resolution shall be collected through the means determined by the Ministry of Finance in this regard.

Article (7) Transitional Provisions 1. The fees specified in the Schedule annexed to this Resolution shall apply to existing institutions upon the commencement of the fiscal year following the effective date of this Resolution.

The fees specified under Items (First) and (Second) of the Schedule annexed to this Resolution shall apply to new institutions as of the effective date of this Resolution. 3. The fee specified under Item (Fifth) of the Schedule annexed to this Resolution shall apply to the supervision of newly sponsored students studying outside the State as of the effective date of this Resolution, whereas it shall apply to the supervision of students already under sponsorship at the time this Resolution enters into force upon the commencement of the fiscal year following its effective date. 4. The financial guarantees referred to in Article (3) of this Resolution shall apply to existing institutions upon the commencement of the fiscal year following the effective date of this Resolution and to new institutions as of its effective date.

Article (8) Executive Resolutions The Minister shall issue the resolutions necessary for the implementation of the provisions of this Resolution.

Article (9) Repeals The aforementioned Cabinet Resolution No. (81) of 2025 is hereby repealed, as well as any provision that contradicts or conflicts with the provisions of this Resolution.

Article (10) Publication and Entry into Force of this Resolution This Resolution shall be published in the Official Gazette and shall enter into force three (3) months after the date of its publication.
