Article (1) The following words and expressions, wherever mentioned in this Decree, will have the meaning indicated opposite each of them unless the context implies otherwise: Emirate: The Emirate of Dubai. ©2021 The Supreme Legislation Committee in the Emirate of Dubai 1 Every effort has been made to produce an accurate and complete English version of this legislation. Government: The Government of Dubai. DCAA: The Dubai Culture and Arts Authority. MBRKF: The Mohammed bin Rashid Al Maktoum Knowledge Foundation. Chairman: The chairman of the DCAA. Director General: The director general of the DCAA. MBRKA: The Mohammed bin Rashid Al Maktoum Knowledge Award. Board of Trustees: The board of trustees of the MBRKA. Secretary General: The secretary general of the MBRKA. Frequency of the MBRKA

Article (6) The Board of Trustees will have the duties and powers to: 1. approve the general policy and annual plans of the MBRKA in light of its objectives , and submit the same to the Director General for final approval; 2. propose the annual budget and financial statements of the MBRKA, and submit the same to the Director General for approval, in preparation for final approval by the competent entities in the Emirate; 3. approve the bylaws required to regulate the work of the MBRKA, and submit the same to the Director General for final approval; 4. approve the criteria and rules based on which the MBRKA is granted to winners in its various categories, and submit the same to the Director General for final approval; 5. set the dates and occasions for granting the MBRKA; 6. make recommendations to the Chairman as to forming advisory committees, juries, and specialised work teams to meet the requirements of the MBRKA;

Decree No. (13) of 2021 Amending Decree No. (36) of 2015 Establishing the Mohammed bin Rashid Al Maktoum Knowledge Award Page 3 of 4 7. prepare a list of nominees for the MBRKA, and submit the same to the Director General for approval, in preparation for final approval by the Chairman; and 8. exercise any other duties or powers required for achievement of the objectives of the MBRKA, as assigned to it by the Director General. Article (7) a. A Secretary General will be appointed to the MBRKA pursuant to a resolution of the Chairman. b. The Secretary General will have the duties and powers to: 1. propose the general policy and annual plans of the MBRKA, and submit the same to the Board of Trustees for approval; 2. prepare the draft annual budget and financial statements of the MBRKA, and submit the same to the Board of Trustees for discussion, in preparation for approval by the Director General; 3. propose the bylaws required to regulate the work of the MBRKA, and submit the same to the Board of Trustees for approval; 4. propose the criteria and rules based on which the MBRKA is granted to winners in its various categories, and submit the same to the Board of Trustees for approval; 5. represent the MBRKA in its relations with third parties; and 6. exercise any other duties or powers assigned to him by the Director General or the Board of Trustees.
