    المادة 1

    Article (1) The following words will have the meaning indicated opposite each of them unless the context implies otherwise: Government: The Government of the Emirate of Dubai. DSA: The Dubai Supply Authority.

    Article (2) 1. Pursuant to this Decree, an independent public authority named the “Dubai Supply Authority” and owned by the Government is established. 2. The DSA will have legal personality and financial and administrative autonomy. It may sue and be sued in its own name and appoint any person to represent it in the judicial proceedings in which it is involved.

    Article (3) The DSA will have the following objectives: 1. to own the assets of the Dubai Supply Company, a limited liability company whose head office is located in Dubai and which is owned by the Government; ©2021 The Supreme Legislation Committee in the Emirate of Dubai 1Every effort has been made to produce an accurate and complete English version of this legislation. However, for the purpose of its interpretation and application, reference must be made to the original Arabic text. In case of conflict, the Arabic text will prevail.

    Law No. (2) of 1992 Establishing the Dubai Supply Authority Page 2 of 3 2. to produce, receive, collect, transport, refine, store, purchase, sell, exchange, distribute, trade in, and deal in natural gas and all types and forms of hydrocarbons; 3. to implement projects related to laying natural gas pipelines from any major source to any destination whatsoever; and to lay down natural gas distribution networks throughout the Emirate of Dubai; 4. to borrow funds from any entity whatsoever with or without security; and 5. in general, to undertake or perform any work which is directly or indirectly related to the achievement of its objectives.

    المادة 4

    Article (4) As of the date on which this Decree is issued, all rights, property, and assets of the Dubai Supply Company, which belong to the Government, will be transferred to the DSA. The DSA will be liable for all obligations and debts of the company of any type whatsoever.

    المادة 5

    Article (5) The DSA will be managed and supervised by a director general appointed by the Government from time to time. The director general will solely have the powers and functions required to enable him to manage the work of the DSA and achieve its objectives.

    المادة 6

    Article (6) The director general of the DSA will not, in the course of managing the DSA and its operations, be liable to third parties for any act or omission related to such management. The DSA will be solely liable to third parties for any such act or omission.

    المادة 7

    Article (7) The Government will not be liable for any debts or obligations claimed from the DSA.

    المادة 8

    Article (8) The DSA will be exempt from all types of taxes and from customs duties on all its imports which are necessary for its operations and for the achievement of its objectives.

    Article (9) This Decree comes into force on the day on which it is issued, and will be published in the Official Gazette. Maktoum bin Rashid Al Maktoum Ruler of Dubai Issued in Dubai on 28 January 1992 Corresponding to 23 Rajab 1412 A.H.
